Are you account a child account or an adult account? I mean, your birthdate on your account makes you +18 or +21 depending on your country?

If you have a child account (-18 or -21), you are not able to change your privacy settings. If you have an adult account (+21 or +18), did you try to update your privacy settings on the internet, instead of trying to update it only on xbox app?

Yes I am above the age required, I have been using it on the online version and the app and neither have seemed to work

Do you have a console to try to update your privacy settings on it?
If you have, please try it:

Press the Xbox button to open the guide.
Select Profile & system > Settings > Account > Privacy & online safety > Xbox privacy.
Select the Adult default settings, or customize your settings by selecting View details & customize (and allow all).

See if this can be done and let me know.
